BILLERICA -- Two Lowell residents were arrested for allegedly dealing heroin in Billerica after police received a "tip" about a drug deal on Friday, according to police.

Celis Andino, 36, and Angel Ramos, 30, are charged with possession with intent to distribute class A drugs (heroin) and conspiracy to violate the narcotics law.

On Friday afternoon, Billerica police received a "tip" regarding a potential drug deal in Billerica. Officers set up a covert surveillance and saw the alleged drug couriers driving an Acura MDX in the area of Gray Street by the Tewksbury line.

Within minutes, detectives saw Andino and Ramos engage in a drug deal with a third party. Police then stopped the car, and the two suspects were placed into custody. Police seized three bags of heroin and $240 in cash.

Andino and Ramos were scheduled to appear in Lowell District Court on Monday.

In an unrelated incident on Thursday, Billerica police seized more than 250 oxycodone pills, cocaine, about $4,000 in cash and a semi-automatic handgun during a search of 64 Cook St., resulting in the arrest of a 25-year-old man from Billerica.

Justin Waring is charged with trafficking of a class B controlled substance (oxycodone); possession with intent to distribute a class B substance (cocaine); illegal possession of a firearm; possession of a firearm while in the commission of a felony; and illegal possession of ammunition.
