AYER -- As the Finance Committee begins to think about fall Town Meeting, they also are working to organize for the next few years for the committee and the town.
The Finance Committee looked at the possibility of a warrant article for Town Meeting to create a grid of all town employees' job descriptions and pay scales.
"It seems like everybody should have a job description, that way you know what they should be doing, what they are doing, and how much we should be paying them," Brian Muldoon, Finance Committee member.
"I don't think this has ever been done, and I think we should do it every 7 to 10 years," he added.
"If we have some free cash then I think it's a good idea to get ourselves organized," Chairman Scott Houde said.
Business license renewal was also discussed. The committee decided that business licenses should not be given if outstanding fees to the town exist for the person or business requesting the license.
Currently, there are different systems to look up any outstanding fees for taxes and water/sewer fees.
"The problem is that taxes are on one system and water/sewer is on another, and the clerk takes care of business licenses. He can look at the taxes database, but he can't look at a water/sewer one, (and vice-versa if someone were to go to DPW)," Houde said.
The committee suggested a bylaw that would state that it is the Town Clerk's responsibility to notify businesses that they are due for a new license.
Finance Committee also discussed their five-year plan and proposed a new idea.
Houde suggested having each town department also come up with a five-year plan of possible new expenses or studies that they would like to do, so that Finance Committee would be able to work towards accounting for those expenses in their own plan.
"What if there are departments that have ups and downs in their own expenses? What if they have an idea of something they want to do that will cost $10,000 but they are too shy to ask?" Houde asked.
Finance Committee members suggested further guidance and feedback from the town administrator.
Finance Committee meets again Aug. 28 at 7 p.m.
